Because he'd got in front of the defender so he'd be able to get to the ball first and have a shot. As they said, why is that great centre forward play of getting into the right place unrewarded? Just because it "looks soft for a pen"? Either it's a foul or it isn't and as they said, it's a foul.
City have +2 pts, we have -3 GD, and were it not for Raya's big hands and long arms, we could be far worse off.
