Obviously! He is in charge. As the nation's chief law enforcement official, all business concerning the law and the security of the nation stem from him.

Though oddly enough, he is NOT the highest ranking member (in security terms) of the governmental hierarchy. It's the difference between a Jim Hacker and a Sir Humphrey Appleby; whereas Hacker is merely First Minister to the Crown, Appleby is Secretary to The Cabinet, "Secretary" meaning "one who is trusted with ALL the secrets".

Civilised nations don't talk about this sort of thing, of course; only in fiction. But the Americans are nice because they need everything spelled out; POTUS is just below halfway down the security clearance organisational rankings: Majestic at the top, Confidential and Restricted at the bottom, with each ranking divided into various sub-rankings on a need-to-know basis.
