No, it doesn't make a difference. Violent conduct is violent conduct regardless of where play is.

If they believe that he treads on the arm deliberately, it is a red card. I guess they just ignored it, or felt it was accidental.

Silva lashes out at that defender. It is 100% violent conduct. But i guess they felt it was a bit silly and let it go.
