I'd go with 'Britain's leading rapist' or 'Britain's top rapist'.

And no. To enter the rapist hierarchy, you must at least try to rape someone. If you fail spectacularly - and maybe end up castrating yourself or something - that would make you 'Britain's Worst Rapist'.
