He knows he'd lose as the remaining moderate Republicans would side with the level headed Dems. Boehner used to me a moderate Republican, but the 30/40 Tea Party nutters have terrified him of losing funding or being primaried.

Boehner is still too cowardly to let his own party vote. Unheard of!
