If it had been a woman, she wouldn't have left a note or taken any responsibility. So yes, as he knows it was his neighbour I assumed gender :-)

at least she let me know. Funny enough I usually park near them as they tend to be more respectful than some of the bangers in the road.

Look at this way. It is a gigantic pain in the arse but it will get sorted. More importantly, it wasn't your fault, there was nothing you could have done to avoid it, and nothing you can do now to change it.
