It's still not cheating though - the rules and system were in place
They were punished by those rules and that system and appealed through that system so you can't say it was cheating. You could equally say what they did didn't warrant a two window ban :shrug: and of course the ban isn't irrelevant - they couldn't play Arda Turan or the other guys they signed until this month
They stuck to the letter but not the spirit of the law (see J's post below as well) bearing in mind
