I'd agree that it decreases the amount of litter you see, but more from the point of view that tramps/poor people go around collecting them because they can make a few quid. People will still chuck a can on the floor rather than carrying it around so they can get 10p back.

It's the arseache that bothers me. Currently, I pay Council Tax that ensures that my bottles are taken away, so I don't have to fvck about doing it myself. If this scheme comes into play, will my Council Tax go down? Will it fvck. I will be paying just as much and having to dispose of my own fvcking bottles. Fvck that.

It was a figure of speech. I was celebrating the fact that this will provide alternative sources of income for the homeless, particularly the more entrepreneurial among them. And as their collecting would both reduce litter and aid recycling it would effectively be a form of public service.
