"Uncivilised" Ian Salter-Bromley was handed the anti-social behaviour order at the start of this month, with a judge warning the 54-year-old he faces jail if he doesn't stop.
Local residents are now pleading with authorities to turf him out of his council flat in Hull, East Yorkshire.
They claim the four-foot tall dwarf continues to spread excrement and urine down the steps outside the property, also complaining that Salter-Bromley regularly falls asleep in communal areas and exposes himself.
One resident, who did not want to be named for fear of recrimination, said: "When he opens his front door, the stench that comes out is disgusting.
"We want him evicted.
"He urinates and defecates down the stairs - you can smell it as soon as you walk into the block."

Another neighbour added: "When he comes in drunk, he tends to fall asleep on the communal landing.
"One time, he was naked except for a T-shirt.
"When I told him off in the morning, his response was, 'Why didn't you just cover me up?'"
A third resident said his "embarrassing" behaviour is intimidating locals.
He said: "He has abused everyone in this block. It is embarrassing, especially when I have family and friends round.
"He is a real nuisance. His head is gone.
"He loves to go off into town in his wheelchair and harass people.
"We all just want him gone. We feel intimated by him and we are sick of it."
Salter-Bromley first made headlines after launching a dirty protest in a council office, where he exposed himself before defecating all over the reception area and toilets, claiming his disability needs were not being met.
Just under three weeks ago, he was handed an ASBO after calling Humberside Fire Brigade four times claiming he had either lost his keys or was locked out and needed crews to let him in.
The initial behaviour order was then extended by Hull Crown Court last week, when Salter-Bromley was warned he could face prison time.
The court heard Salter-Bromley verbally abused staff at a shopping centre in Hull, on August 29, before a similar incident on September 12.
On the same day, he threatened to urinate on the floor of the shopping centre and six days later, he verbally abused a woman on a bus, who had a young child with her.
On September 26, he lit a cigarette on a bus and urinated on the floor, which led to three passengers complaining to the bus driver.
Salter-Bromley has previously claimed he is the subject of abuse because of his dwarfism
Justine Mortimer, neighbourhood nuisance manager at Hull City Council, said they were unable to comment on individual cases.
"However, we do take complaints of antisocial behaviour very seriously and will take the appropriate action," she added.
