All Porton Down have said is that it is definitely Novichok, it can only have been manufactured by a state programme, but they have no way of confirming that that state was Russia. Which makes perfect sense. Were they expected to look at the stuff through a miscroscope and say, "Oh look, there's a little Russian flag poking out of it!"?
