It's the USS Jimmy Carter returning home, apparently after successfully having completed a mission (hence the flying of the Jolly Roger).
The USSJC specialises in inserting special operations units behind enemy lines to blow things up, commonly tunnels. The photo was taken just a few days after this: https://www.independent.co.uk/news/world/asia/north-korea-tunnel-collapses-nuclear-test-site-workers-killed-punggye-ri-a8028901.html
Basically, I reckon we made the Little Rocket Man an offer he can't refuse, hence his newfound loquaciousness.

I thought they only flew the Jolly Roger when they'd actually sunk something?

If they'd inserted US speical forces the cócks would have got lost on the beach and then shot each other by mistake.

Traditionally, yes. But seeing as it's a secret mission ...
Perhaps they also torpedoed something by-the-by.

Unlikely, imo. Top people, those. You're just obsessed with cócks
Calling a submarine Jimmy Carter is up there with Boaty McBoatface.

It isnt named after the former Millwall and Arsenal winger.

Predictable Pedro. Sad, but true.
Even simply USS Carter may have been a little more appropriate.
Jimmy ffs.

WE call them things like HMS Superb.
Jimmy Carter is arguably slightly less ludicrous.
I wonder if there is an HMS Ludicrous.

Let me see. Generals Mattis and Carter and the lads on one side; pinko, homo, cut-rate dictatorial-types like you and Kim on the other?
Absolutely, it's "we". Indubitably. Every. Single. Time.

I shall say this once and let that be the end of the matter- I am NOT an American.
