Presumably the thieves did not undergo the rigorous means-testing for which food banks are renowned. So it probably was stealing, to all intents and purposes.

I would argue that the very act of having to steal this stuff would suggest need, wouldn't it? And therefore they qualify.

By the way, I'm assuming that the bit about the rigorous means testing is sarcasm?
