Unbeknownst to the Crown, certain naughty privateers may have interfered with Spanish ships and taken all the loot and then when they came back, given large chunks of said loot to the treasury, but I hardly think the Spaniards can hold us responsible for their own poor security practices. Besides, 'legal'? Is wandering into South America, killing most of the population and enslaving the rest in order to work in your gold and silver mines 'legal'?
