It's a centre aligned border element within a table. It's a superfluous, vestigial tail of an element and serves no noticeable use, like Boro Primorac

That's very reassuring of you B. Considering how ****ed my eyes are these days with anything closer than about 12 inches I'm surprised I can see it at all.
