It's too complicated for me to grasp fully but, it seems that that fourth Champions League place would go to an English Europa League winner, if there is one :shrug:

win the champions league and finish outside the top 4 then the top 4 still get CL places. If City and Liverpool both win the europa and champions league and finish outside the top 4 then 4th place doesn't get CL football.
