because that was normal New Year's Eve behaviour in any German city or town ("Karneval" is the same). Any other year, "white German lads doing this" and nobody bats an eye. "Silvester in Cologne" was not front page news everywhere two years or even twelve months ago, was it.

Of course though, right now, under the heightened international spotlight especially from the UK and America, admitting this makes Germans look like savages, so some have belatedly tried to point the finger of blame on the ongoing migrant situation.
