The police, via the carriage office, have a monopoly on granting licenses for charging on the basis of metered passenger transit.

I do sometimes wonder if people know what's actually involved in the knowledge.
Then I usually settle on the idea it's a class based thing and people simply hate the idea of people like that getting above their station.

I do however sympathise that they have laid out a **** load for a licence on the understanding that nobody could enter the market to compete with them

Nobody forced any of them to do the Knowledge so that they don't need a TomTom. The fact they did do it does not justify them thinking they are better than any of the alternatives.
