But I get a bit lost where the EU rules don't seem to apply to south american players playing in Portugal and Spain, who I thought were also covered by EU rules, despite their colonial ties. :sherlock:

It is the FA who limit the number of non-EU players who can play in anyone match you can have as many as you like in a squard. Fairly sure if the criteria is matched the Home Office can't stop us buying the players (though maybe they take the number of non-EU players in account when making their decision - who knows, 7, who knows)
