I mean, let's just extrapolate the stuff we know about historically and assume in some way or another that's continuing. It stands to reason, really.

Also, the hacking stuff isn't something thats necessarily taught, or teachable, it's learned through years of experimentation and experience so I doubt DPRK - with its famously low internet take up - is exactly a fertile breeding ground for the next generation of hackers.
