I can't see how they can come to this conclusion on the basis of John Barnes, Chris Powell and Paul Ince..
The evidence does appear to suggest secret covern meetings and pointy hats to me. :judge:

to become a manager you have to have certain badges so you can't beat the clubs if there aren't enough qualified black coaches out there.

I must admit there could be some institutional racism when the coaching course are held, be interesting to see what % of white people pass compared to the % of black

I doubt if a top black manager emerged in Spain or Italy or Germany that he would be short of Enlish suitors.

most sophisticated or progressive people, yes. Most of them are - not to put too fine a point on it - jumped up barrowboys and unlikely to have very advanced views on racial matters.

Of course, the problem is that 'black players don't become good managers' becomes a self-fulfilling prophecy as, without enough black managers, there aren't likely to be many successful ones and, without successful examples of black managers to point to, it is easy to dismiss the idea of hiring them.

I'm sure they are happy in whatever their career path of choice is.

Being **** at managing football teams is no block to being employed to do it in the English leagues.

when i did my course the instructor did say that when you go for your 'B' licence there is certainly a bias given to certain people... usually ex pro's rather than decent coaches, he was on the course with Merson and Bryan Robson, he said they used to turn up late and pissed and were obviously not cut out for it, they passed and he didn't, then Robson became a manager and gave a coaching job to the instructor that passed him (Nigel Pearson)
