I think what he is slyly referencing is something that he had to do on his travels to secure the signing of welbeck.

i.e. it's not "if i had been in london i would have nixed the welbeck signing"

but is instead "if i had neglected to travel i wouldn't have done that thing that i did on my travels that secured the welbeck signing."

that is my charitable interpretation until i learn otherwise.

It was a question about criticism of him for being in rome on deadline day. I think he is just saying that funnily enough it helped, even if by accident.
