The Dutch volleyball team won the gold medal at the 1996 Olympics because they changed the whole setup of volleyball in Holland. From mediocre (or even poorer) to olympic medal in about 8 years. It can be done without reforming the whole country.

competition from cheaper players and a reluctance of English footballers to go abroad, a persistence in encouraging physicality over technique and a continued perception that since football is/was a working class sport it should be played by working class players with no intellect and the inability to lead clean lives whilst they are playing.

Look at the age group levels - the U17s won the European Championship recently - the last team that won it had Ross Barkley in it. You could argue that the structural change that needs to happen is to take power away from the clubs and have a more central structure a la Clairefontaine in France. That is never going to happen

and after you get the level 1 you can take level 2 or you can take a youth coaching set of course if you are planning to stay in the younger age groups
