Are anti-homeless sleeper spikes really "inhumane" as I read in the paper?

Or if this are indeed inhumane, aren't railings, broken glass on the top of brick walls etc?

Surely they are only inhumane if you lure homeless sleepers there and then impale them on them? Or are pigeon spikes also now thought the work of the devil? I've not heard the RSPB speaking out against them...
