To be 'desperate to cling on to power' suggests that someone is likely to take it from him. This is not going to happen so in fact all we are seeing is an occasional visit which in this case has coincided with the witnessing of another manifestation of an unseemly dogpile, and a warning to the perpetrators that this sort of behaviour is not on.
