Where do I file an official complaint on this website?

I do not understand the change for how long it takes before you can post again. It takes way too long now, often I will have to wait 20 seconds or more before I can submit. I don't want to wait that long, what I have to say is too important to wait.

How can I officially express this and request it to be put back to the good old days where it worked fine for years?
