Because if you do, you'll see that the number of factors affecting that relationship are so broad (road conditions/road quality, etc, etc) as to render any meaningful conclusion impossible. It simply keeps stating that higher speeds mean more accidents and then failing to prove it.

Indeed, it makes clear that speed difference is a more significant factor, which to me says that people driving slowly are as much a cause of accidents as those driving quickly.
