After much digging (calls to the DVLA, debt collectors, Magistrates Court) I've discovered that the offence was “failing to give information relating to the identification of the driver of my vehicle who was alleged to have been guilty of an offence”.
According to the Magistrates court's records, the offence took place on 18th May 2013. But on this day I was in France :judge:
Correspondence relating to the offence was then sent to my old address, resulting in me missing the court summons.
Now I have to attend a magistrates court next week to pledge under oath that I did not receive the summons, and then attend a prosecution hearing at a later date.
Presumably as soon as I am able to prove I was out of the country on the day the offence was said to have taken place, the magistrate will throw the case out?
