The loan system is a bit of a farce now. The way Chelsea are using it, really is stacking the deck.

That way these players don't play for anyone they want them to play for. That seems to be the main aim. And like you said, they now seem to be turning to loading other clubs with their players. Although they did actually sell Mata.
