The article is a bit weak i think. For example, "Norway granted asylum to fewer than half of them (around 5,000 people), a third of the number that less wealthy Sweden admits (Sweden accepted over 9,000 from Syria alone)". But it may be that more asylum seekers apply to Sweden than Norway for other reasons, and that they also reject half of them
