as Fifa will not allow national leagues to play on during the world cup


Besides half the league's players will be there anyway and the forward planning that goes into a league season means that even in England don't qualify it is highly unlikely the FA/Premier League etc will know that England wouldn't be there when they sort the dates for the season out. For one thing they will have to accommodate it into the dates for the 2021/2022 season before the qualifying campaign even starts.
