It was designed in the 60's, first game 1972, so it could have been an accident. Certainly not designed for sound like Paul Allen did with his stadium.

The only thing I can think of is that it was originally designed so that there would be a "travelling roof" that would move to cover both Arrowhead and Royals Stadium (right next to it), but that was abandoned due to cost overruns. So maybe the upper deck is more "up" instead of "out"?
