I would say most people know it's not a goal. There may be a few who may not have heard the whistle but I don't think so.
So why cheer? to somehow get the referee to give the goal?
You can tell they know it doesn't count as the cheer doesn't last long.
Because when I'm at a game and a goal is scored I don't normally have a good look around at the ref and linesmen then decide to cheer.
