Considering how hard it is to get a series made in light of a pilot program - no extra expense is going to be incurred to make the pilot in 3D.

BBC-Click did a feature on it a few years back.
Basically 3D doubled the production costs and the studios were not going to do that for TV series that may not even last one season.
