tunnelling after the war, or maybe even shortly after 1666's fire, since that would have been about the only time it would have been feasible in this 2000 year old City.
Have a look across the tracks here and imagine that width of trench being dug for a few hundred track miles in London where even a single pothole being repaired causes "grid"lock...

in the cheapest way possible. Initially, this was down to the fact that, until the Vic line, every tube line was built with private money wanting a quick return (without success, incidentally, none of the orginal lines ever made any money for the investors).
So, unlike the NY Metro, we only have one line up and one line down. This makes maintenance during the day, 24 hour running and fast trains impossible.

You see his Tesla cars quite a lot over here. They look fantastic and they are fast and can go for ages without a recharge. In 5 years time they will be equal to petrol cars imo
