Couldn't a player just pay his buy-out clause himself outside of the window? He would then become a free agent and could sign with anyone, and just get a sign-on bonus from the club he is joining to reimburse himself?
Kondogbia (albeit during the transfer window) bought himself out and was reimbursed by Monaco afterwards by all accounts.
Why doesn't this happen all the time? (keeping in mind that these clauses are often quite high, and that obviously the player and new club would have to work this out in advance.)

Changes in which club you are registered to cannot happen out side the transfer windows.

There are one or two exceptions for loan moves and players in specialist positions like Keepers especially but I don't think any buy out would work.

That said all it takes is one club who challenges the regulations in the Courts and it might get struck down as ant-free movement of labour etc.

However there would be n element of the clubs not wanting to cut off their noses to .....

It is a ruling similar in name to Bosman but named after a less illustrious chap. I remember it came up a few years ago in relation to us and a player, Hleb perhaps.

There is a restriction in the rule though which means not every player can do it. I think maybe it is related to a player being in the last year of contract.
