Why can't android make a decent twitter app?

Isn't Twitter an app in its own right? Why do you need an app to deliver you an app?

However, it never used to be as proprietary as facebook and released its API so developers could make their own twitter apps. Then it realised that this was far too nice and they should throttle all the API users, buy tweetdeck and force everyone to use their own app instead because they want to give you ****e like promoted tweets.
