Wenger does not refute the stories that appear regarding alleged signings of top players,in fact he encourages them.
Suarez has a 40m buy out clause in his contract , so the story about Wenger offering 30m for him makes no sense.
The supposed Higuain 23m bid was another false dawn , and if Wenger flush with cash ( well according to Ivan he is) feels that the Argie is the man then why didn't he increase his offer if 23m was not enough?
Personally I don't think that he made any offer for Higuain or intends signing Rooney or Suarez - who would cost over 40m and misses the first 6 games of the season.
