They were in so much debt to their regional governments that, upon restructuring, they were effectively holding controlling interest stakes in the clubs.

Also, there's no sporting penalty (like there is with 10pts and possible expulsion from the league/division) in spain so clubs can go as bust as they like as often as they like.
