there are only so many players that each team can buy. There are bound to be quality players that aren't on the radar of the Chelsea and City types. Chelsea already had Mata and Lampard and then got Oscar and Hazard, why would they want Cazorla, unless it is to stop others from getting him? Then there is the aspect of squad size and playing time. Would Cazorla go to Chelsea to sit in the stands for an extra, say, £20K a week?
