Anyone applying must have lived in the city for the past three years.

Other criteria they must satisfy include:

A joint income of £18,000 to £25,000 a year - £30,000 maximum if they have children
Applicants must have been employed for the past two years
They must not own another property
They must have the right to live permanently in the UK
The new house must be their main home for at least five years

Even on minimum wage which I believe is £6.19 if you work 8 hours a day 5 days a week you'd get a salary for £12875.20. So it's for minimum wagers.

But then they will have a 30k loan over 10 years. So they need to pay around £250 a month.

Seems *******s to me.

But if they have to pay back £250 per month on the £30,000 loan, that has got to be better than what they would pay on a normal mortgage or rent, right?
