This is more a show to legitimise the regime domestically and to make a claim to be morally superior Korea.

If the U.S attacked/bombed the city of Seoul would practically be in ruins and even if U.S and S.K would win, the costs in human lives dollars/wons would be staggering.

Besides, China is not keen on a unified Korea on its doorstep (but not happy with the current regime either.)
