Imo, Wenger's hands were completely tied by the wage structure that wouldn't let him spend the money to keep Nasri. (I'll concede that the structure was probably Wenger's, but at that time I think he was beginning to abandon it realizing it wasn't panning out.)
As with Cole, the Board let Wenger know who was in charge.
