secondly, by the very nature of the state licensing and taxing tobacco, they are kind of responsible in the first place.

Also, alcohol, and all its attendant f**kwittery is actually a far, far bigger cost to the nation.

The alternative argument is that by licensing and taxing cigarettes it lessens the damage that an unregulated market would do.

It's the fundamental reason I believe that all drugs should be legalised and regulated.

After all, the only alternatives to proper regulation and no regulation is prohibition and we know how well that works.

Though I am criticising them for nannying over smoking when alcohol is by far the more expensive legal high.

in addition to the costs for direct treatment.
The issue of theatre resources and ward rehab costs at the expense of other, dare I suggest, more deserving ailments shouldn't be over looked either.
