in my eyes he has never been a tactical manager
his two big advantages has been
1.fitness/diet - when he came his fitness and diet programs were a revolution now everyone does it.
2. scouting - (knowledge of the best market in 98)
he came with french background at a time where france was by far the best market in the world for talents, these days it is in germany/spain and most big clubs have scouts all over the world
Wenger keeps buying a lot from french league or french players but it seems it is not the same quality as 10-15 years ago
