Jack Butland has turned down the chance to discuss personal terms with Chelsea after Birmingham City accepted a bid of £3.5m for the England goalkeeper.
City admitted last week that they were open to offers for any first-team players because of financial problems.

International impact
Butland made his England debut three days before he made his first appearance for Birmingham in the Championship

Butland, 19, rejected the opportunity to hold talks over a move to Stamford Bridge as he wants to play regularly.
"Jack's enjoying playing for Birmingham and he is gaining valuable experience," his agent Gary Mellor told BBC Sport.
"He will listen to what any club that meets Birmingham's asking price has to say, but playing is of paramount importance for Jack."
Butland, who made his international debut in England's 2-1 win over Italy in August, wants to spend the rest of the season on loan at St Andrew's should Birmingham decide to sell before Thursday evening's transfer deadline.
Acting chairman Peter Pannu admitted in December that Birmingham could be forced to sell Butland this month.
Southampton and Everton attempted to sign Butland last summer and he has also been linked with Liverpool, Fulham, Newcastle and Manchester City.
Butland spent the majority of last season on loan at Cheltenham and was called up for Euro 2012 after John Ruddy broke a finger.
He also played for Great Britain at the Olympics and has been a regular for Birmingham this season.
