Bloody Barclaycard have increased my credit limit again, can I reject it?

I am possibly their worst customer as I clear my bills every month and therefore don't need £12k credit limit, on the contrary, I want to be no more than £5k

Can one request his own limit?

Someone spent £1000 on my card about 12 years ago and I got a call from Barclaycard with 20 minutes saying that this had happened and I am not liable.
