The whole reason the rule was introduced to stop centre halves hacking down forwards in last gasp fouls thinking that they were more likely to miss a penalty than the chance in hand.

It was meant to discourage defenders from hacking down attackers OUTSIDE the box as a simple yellow and a free kick was far more lucrative than a goal.

Sending off AND penalty is wrong, imo.
