there would be an ultimate deterrent scenario where no country can really attack another. Of course, what constitutes a country can be a tricky issue and this would only encourage everyone to want their own.

A slightly Strangelovian idea, perhaps, and I’ll be waging that many of the people who support the right to bear arms might not be quite so keen on the right to bear nukes.

and the thing that all mass shootings have in common is insanity.

As for rogue states - who decides who they are? Presumably those with the most power get to choose, and their enemies (preferably weak ones) will always get defined as rogue states.
