Shaktar scored 2 away goals to Chelsea's 1 , so yes, it was the away goal issue.
I wonder what would have happened if both results had been by the same scorelines.

Goal difference then goals scored I think

Chelsea have/had a better goal difference, scored more goals in the group and both scored the same number in the h2h games.

Only thing I can see is goals scored in away games.

You have to take your hat off to UEFA on this one.

If they draw both games 0-0 it goes to goal difference, then goals scored if that is the same.
