Suppose you are part of a project team. The project manager has the idea that it should be very creative. People are asked to do stuff they are not quite used to in order to grow into the roles and develop their abilities. Enthusiasm is great but pretty soon you are feeling that you aren't performing particularly well. You go to the boss and he/she says that you have to believe in your abilities, have confidence that you can become the creative person that together with the project team can innovate and create something new and spectacular.

You work hard but nothing is going well. The project manager is well-merited and is perceived untouchable within the organization. Your colleagues seem to be experiencing the same lack of success as yourself and the project is going nowhere, except way into the red and being outshined by other projects. You look around you and see talented, experienced hard workers but noone is really performing, and mistakes and miscommunications happen all the time.

The outside organization seem mainly to be critical of you and your colleagues, which makes you feel even more depressed. Everytime you buckle down, you feel that all the effort goes nowhere. Now there is talk that you will be replaced by someone you are sure that you are just as good as. You go to the project meeting and the boss starts again to talk about confidence and creativity, and you just don't believe in anything they are saying anymore. And you wonder perhaps you should change job...

Except the project manager is not a creative force and does not determine who does what. The project manager is there to control the budget, the spend and the deliverables. It is there job to use whatever means to get the milestones reached, within budget and to timescale. It is a very uncreative role and requires a really dogged mindset.

which means the system is in place and supposedly running, iteratively being improved.

And the reason is that he came to Arsenal with a legacy system that was transferred with two upgrades. So when he kicked out Silva, allowed Flamini to leave and made Gallas captain, he thought he was just keeping to agile methods. But that was wrong and he's been stuck there ever since.

I say "appears to be" as I'm not entirely sure I understand what ilg is trying to say here.

you seem to know enough about software development to have heard the term? Designing a pragmatic (best practice based) process (rather than designing the optimal system).
